SEWP overview
NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup,” provides current Information Technology, Communication, and Audio-Visual solutions and services for all Federal agencies and their approved contractors. The program is a multi-award Government-Wide Acquisition Contract and is self-funded through usage fees.
FAR 16.505(b)(1) provides that each contract holder shall be given a fair opportunity to be considered for each order issued under a multiple-award contract. The ordering Contracting Officer selects and documents the fair opportunity method. The NASA SEWP online Quote Request Tool is recommended because it reaches every contract holder in the selected group and supports that record.

M&S holds Category C under NAICS 541512. Category C covers services supporting a specific agency mission need. Ancillary products are limited to those supporting that mission-based services requirement. NASA SEWP Customer Service can confirm whether a requirement is in scope.

How to obtain a quote
Quotes, ordering guides, technical specifications, and configuration analysis are free. Submit a requirement through the Quote Request Tool on the NASA SEWP website, or contact M&S directly. Quotes obtained outside the tool are verified when the order reaches the SEWP Program Management Office.
Every quote states its validity period, and M&S honors orders submitted within that period. M&S quotes only services and items on its SEWP VI contract, at or below contract price. The 0.34% SEWP surcharge is included in quoted pricing.

Submit the requirement
Use the NASA SEWP Quote Request Tool (QRT), which reaches every eligible contract holder and creates the fair opportunity record. Requirements may also be sent directly to M&S.

Receive the quote
Quotes, ordering guides, technical specifications, and configuration analysis are free. Every quote states its validity period and includes only services and items available on the M&S SEWP VI contract, at or below the contract price.

Place the order through SEWP
The SEWP Program Management Office enters the order, confirms contract availability and pricing, and issues a SEWP Control Number (SCN).

M&S acknowledges and delivers
Work begins after the SCN is issued. M&S acknowledges receipt within one business day and reports a change in order status within two business days.

Delivery, warranty, and nonconforming work
Delivery. Services follow the schedule in the order’s statement of work. Ancillary products supporting a services requirement are delivered in 30 days, FOB destination. Special requirements such as OCONUS, expedited delivery, or specialized handling may carry a quoted fee.
Partial shipment. Partial shipment is permitted when approved by the ordering agency’s Contracting Officer.
Warranty. Services are warranted to conform to the statement of work. Ancillary products carry the manufacturer’s standard warranty, and M&S coordinates claims. Extended warranty may be quoted at the time of order.
Nonconforming work. Under FAR 52.212-4, the Government may require re-performance of nonconforming services or repair or replacement of nonconforming products at no increase in contract price, subject to the contract’s post-acceptance terms.
The issuing Contracting Officer may negotiate additional terms for a delivery order. The SEWP VI contract prevails if terms conflict.
